The seller emailed me directly, a few hours after I purchased my concert tickets. They said that they are waiting until StubHub sends them the money, and don't want to transfer the tickets until then. But they also said that they know the new policy is "a seller doesn't receive their money until after the event". Not sure what to do here, I haven't replied because I've never had a seller contact me directly
The seller should not be contacting you so do not reply. I don't know what the seller is trying to accomplish because he/she will not get paid if the tickets are not transferred to you. You are going to have to call Stubhub or send a message to @TeamStubHub to get Stubhub involved in this.
