Venue Covid Policy Changed

I bought tickets for an event and yesterday it was announced that the venue has changed its covid policy. We will no longer be allowed to attend under the new rules. These rules were obviously not the ones I agreed to when I purchased the tickets. Can I request a refund? If I had the tickets in hand I could request a refund from ticketmaster or resell them, but they will not be delivered until the day of the event according to stubhub.

No you can't get a refund for that reason.  You can list them for sale even though you don't have the tickets yet.  Stubhub will waive the selling fee so be sure to ask them.
