How long do I have to sell AXS tickets on Stubhub before the event?

So, the Olivia Rodrigo show is at 7:30 PST, which is 10:30 (Eastern) my time. From my knowledge, I have to sell 4 hours before the event or they become expired. 

So would that be 3:30 Eastern time? Or 6:30 eastern time when I would have to sell. I imagine it's the latter.
