Option for ticket transfer not available on StubHub, but supported by event

Event: IIHF World Junior Hockey Championships

This event allows ticket transfers, which is the preferred method of transferring ownership, but the StubHub selling page does not offer that option. The only option listed is a PDF transfer. How can I go about getting this option added?

Of additional note, many listings do not include the row #, which is very important as rows 0-1 within the Scandanavium arena are age restricted to U18 only. I have seen ads in the first rows that have not shared this very important information to buyers.
