Won't allow sell ticket even though others can for same event

I have a ticket to sell and the listing was deleted bc it's mobile transfer from Ticketmaster and past the min 4 hour time before start of event. But other people still have tickets for sale for the same event, and when I click on them they say they are mobile transfer. So why am I not allowed to create a listing when others are listing the exact same ticket type? I also have the bar code number. Why is that not enough? I can't find anywhere to create a listing and pre-upload them using a barcode. My expired listing doesn't give me the option to add a barcode. Again, there are still resale tickets available on stubhub. I don't understand how that is possible. As far as I know all the tickets for this show are through Ticketmaster. If I can't create a listing for my ticket within the 4 hour window, why can others?

Large volume sellers are allowed to list longer than others.

According to STUBHUB TERMS AND CONDITIONS mobile transfer tickets expire 4 hours before the event. If you are a large volume seller (professional broker) you can sell up to and sometimes beyond the event start time. Most large volume sellers have a staffed office, web site, toll free number, insurance, inventory software to name a few.
