The MA or VT thing is no longer applicable since Congress passed new legislation in March 2021 as part of COVID relief package that includes anyone in the entire US and requires online vendors to report any person that sells over $600 in a given year on their platform. So StubHub will be required to send you a 1099 in January 2023 for any sales made on their platform that were greater than $600 in the year 2022. It's not StubHub's job to figure out what your gross profit or loss from the sale of the tickets is. Based upon the information provided I would recommend avoiding selling on StubHub unless you want to spend a lot of time documenting things or a lot of money paying a good Tax Accountant to file your taxes come 2023. Probably not really worth the hassle of selling them through this site now. You can thank Uncle Sam for that.
