refusing to retry payment over a month after the event

I sold tickets to an event back in mid Dec. They attempted to send me my money on Xmas day and claimed there was an issue with my account and removed all payout methods from my stubhub account. I went through the link in the email they sent saying it failed and readded the bank information and paypal as a backup... I waited the amount of time they told me to wait, still no re-attempt at payment so I call and the guy switches my default to paypal without telling me that that will restart the clock apparently on payment and that its being escalated. I wait the amount of time AGAIN that they tell me it will take, still nothing so I call again. No answers, tells me no it was business days not calendar days (bs you tried to pay me on Xmas day the first time). So I say ok and wait until the business days timeframe passes and call back AGAIN... they say there's still no resolution in the escalation so now maybe (yes... the SUPERVISOR says maybe, nothing definitive) it will take 8 or 10 more business days and that there is no resolution to the escalation. I explained there's nothing to investigate... you just haven't tried repaying me since I updated my information so someone needs to hit that button. They just keep repeating there is nothing they can do and I have to wait and wait and wait... what can really be done? It's been well over a month and it sounds like no one actually does anything there and there is no urgency to pay ppl their money they just sit on it and don't care.
