Ticketmaster has tickets listed saying the transfer option not turned on

My tickets are ready in my Ticketmaster account but I get a message "The Event Organizer has not made Ticket Transfer available at this time. Check closer to the event for any updates. Learn more about Transfer or select Sell to see available resale options" when I click transfer. They are for Zach Bryan. Has anyone else dealt with this with this artist and do they eventually open it up to transfer? I see tons of his tickets listed on here.

Ticketmaster and the venue often times will put a delivery delay in place until 48-72 hrs before the event. It is generally lifted and you can transfer then
