Unable to upload tickets

I went to my sales and to my order number.

Clicked on see actions, Upload Tickets

Selected my pdf tickets, it started loading. 

Once loaded finish, it still says 0 existing tickets. 

what should i do?

i tried reduce file size and able to upload
